Amendments

Amendment to Bylaws: 9/23/1998

Article I. Membership, Section 3. Dues.

In accordance with Article VIII, Bylaws, of the Constitution of the Association, the Executive Board offers the following amendment for majority vote at the October, 1998 meeting of the Association. This amendment would raise voting members dues from $10 to $15 per year and associate members dues from $25 to $40 per year.

Article I. Membership. Section 3. Dues: “$10.00” shall be changed to “$15.00”. “$25.00” shall be changed to “$40.00”. Amended to read: “Annual dues for voting members shall be $15.00, and for associate members shall be $40.00.” Rational: The amendment to the Bylaws to raise dues is being proposed by the Executive Board for the following reasons: A recent Program Committee Survey to the membership elicited a unanimous response to increase dues to generate revenue for future programs; KCALL will continue to incur ongoing costs for postage, copies, and brochure updates; and, KCALL will continue to incur increasing costs to develop and maintain the KCALL Web Site and KCALL Union List.

Section 1. Nomination Procedures.

Not later than October 15 of each year, the president shall appoint a nominating and elections committee of three members. The nominating and elections committee shall attempt to nominate two or more candidates for elective office positions of vice president/president elect, secretary and treasurer and membership on the Executive Board. In the event that the current vice president cannot assume the duties of the president and such fact is known prior to October 1, the committee shall nominate a candidate for the office of president for the term of one year. The treasurer shall provide the secretary with a list of members entitled to vote. Only active members will be eligible to vote. Section 2. Ballot. The secretary shall prepare an official ballot. The professional position of each nominee shall appear on the ballot. Section 3. Candidacy Requirements. All nominees for the position of vice president/ president elect shall have previously served as a KCALL officer, board member or committee chair. Section 4. Method of Election. The officers of the Association shall be elected by mail ballot.

Section 4. Method of Election. The officers of the Association shall be elected by mail ballot. Prior to November 15, the secretary shall mail a copy of the ballot to each voting member of the association. Ballots shall be marked and returned to the secretary before December 15. All candidates shall be notified of the results of the election by the nominating on the KCALL Listserv and announced formally at the annual business meeting in January. 

Section 1. Officers.

Section 2. Duties of Officers. The president, vice president, secretary and treasurer shall perform the duties usually pertaining to their respective offices as defined in the latest issue of Robert’s Rules of Order and such other duties as may be assigned by the Executive Board.

Section 3. Committees and Other Organizations. There shall be such committees as the Board of Directors shall create or as shall be created by a majority vote of those present and voting at any meeting of the Association.

Section 4. Appointments. The president shall appoint all committee chairpersons unless otherwise provided in the Bylaws or if the Association shall otherwise direct. Committee members shall be appointed by the committee chairperson.

Section 5. Terms of Office. All officers and members of Committees shall serve for a period of one year or until their successors are elected or appointed and qualified. No members shall hold more than one office at a time, and no member shall be eligible to serve more than two consecutive terms in the same office. Vacancies are in the province of the Executive Board as outlined in Article VI, Section 2 of the Constitution.
